§ 02 · Administrative path
The six administrative steps every Westbalkanregelung file must pass through — from contract to residence permit. Megative Group prepares and tracks each step on your behalf.
Job offer & employment contract
xLiefer issues a signed employment contract. Megative Group prepares the Erklärung zum Beschäftigungsverhältnis (declaration of employment) required by the Bundesagentur für Arbeit.
Vorabzustimmung (pre-approval)
Megative Group files the Vorabzustimmung with the Zentrale Auslands- und Fachvermittlung (ZAV) of the Bundesagentur für Arbeit. This is the labour-market check under the Westbalkanregelung and significantly speeds up the visa decision.
Embassy appointment booking
Once the Vorabzustimmung is issued, the driver books a national visa (Type D) appointment at the competent German embassy or consulate. Slot availability depends on the country — see processing times above.
Visa interview & document submission
At the embassy: passport, contract, Vorabzustimmung, qualification proof, criminal record extract, health insurance and biometrics. Megative Group prepares the full document file.
Visa decision & entry
The embassy forwards the case to the local German Ausländerbehörde for final decision. Once issued, the national visa allows entry into Germany and immediate work start with xLiefer.
Anmeldung & Aufenthaltstitel
Within 14 days of arrival in Germany: register your address (Anmeldung) and apply for the residence permit (Aufenthaltstitel) at the Ausländerbehörde. Megative Group accompanies the first appointments.
§ 03 · Regulations
The Westbalkanregelung is a regulated programme. Spaces are limited and certain country-specific rules apply — please read carefully before applying.
Annual quota — 50,000 per year
The Westbalkanregelung is capped by §26 Abs. 2 Beschäftigungsverordnung at 50,000 labour-market approvals per calendar year for all six countries combined. Once the quota is reached, no further Vorabzustimmungen are issued until the next year — early application matters.
Labour-market check
Every application is reviewed by the Bundesagentur für Arbeit (ZAV) against current labour-market conditions for the role and region. xLiefer driver positions in Germany fall within an approved shortage profile.
Bosnia & Herzegovina driving licence — 6-month rule
A B&H national driving licence is recognised in Germany for only 6 months from the date of Anmeldung (address registration). After that, it must be converted to a German licence (Umschreibung) at the Führerscheinstelle. xLiefer and Megative Group assist with the conversion process, including the required eye test, first-aid course and translation.
Eligible countries only
Open exclusively to citizens of Albania, Bosnia & Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. Dual nationals of any EU member state apply under EU free-movement rules instead.

Submit your application through xLiefer. Megative Group reviews documents and confirms eligibility.
Step 2
Interview
Interviews held in Banja Luka (or remote). Megative Group coordinates scheduling, documents and the offer letter.
Step 3
Pre-approval & paperwork
Megative Group files Vorabzustimmung with Bundesagentur für Arbeit and prepares the visa file with the German embassy.
Step 4
Visa processing
Processing time depends on country (see panel above). Megative Group tracks the case end-to-end.
Step 5
Arrival in Germany
Megative Group arranges pickup, housing handover and registration (Anmeldung). xLiefer takes over on the first work day.
